Here is the deal. We install, for example, Sprite backup and Resco file explorer to Built in Storage(BIS) which, I understand will survive a hard reset. However the registry settings for those BIS-installed apps are no longer available because the registry is in RAM which is wiped during a hard reset.

So explain to me why installing to BIS/Sd/CF is a benefit other than keeping the RAM as free as possible for running apps.
