The problem is that instead of creating a shortcut in the StartUp folder, it uses the registry to start itself... but does it wrong.
If you have a registry editor go to HKEY_LOCAL_MACHINE\init and change the value of the key from 1000 to a smaller number (one that is NOT already being used).
For me it was 25.

Or just make a link to the forcehires.exe in the Windows folder and put it in your StartUp drectory.
