I have got a Toshiba e400(my old pda, now got X50v) and to update that to 2003se you first needed to update the ROM. The ROM update would also update 2003 and updating the ROM didn't mean that you had to update to 2003se, so I think that OS updates and ROM updates are separate to each other, but they do relate to each other.
