Anything you don't want in BIS can be manually deleted by going using File Explorer, then tapping/holding on the file name, then selecting Delete.
It is not possible to clear everything. A hard reset plus deleting everything in BIS will leave your device in the state it was in when you first got it. That's why the Dell CD does not contain the OS.
