The problem has returned for me. I spent way too long on the phone today talking with a foreign-speaking Dell support person. After consulting with his senior tech lead, he suggested I try yet-another-new-battery--even though I just installed the current one. In lieu of that, he suggested backing everything up and performing a hard reset. I'm about to try that.

A hard reset will work if some software is causing the issue. Most likely it is hardware issue though.
