My guess is that the problem with Sun not providing Java for Windows Mobile is that Sun doesn't see it as a big enough market for them to do the work to port Java to Windows Mobile. Obviously the desktop Windows market is a much different story, so that's why it's available there.
I suspect that this is also why Sun doesn't make Java for the Mac; too small of a market (Apple is doing the port for the Mac). But they do make Java for Linux, and of course for their own OS, Solaris (aka Slowlaris).
