Sure you can, all you have to do is use the "pictures" program instead of setting it through the "Today Screen" settings.
Go Start->Programs->Pictures. Then find the picture you would like to use as wallpaper and go Tools->Set as Today Wallpaper. The next screen you see will let you set a transparency level. 0% is NO transparency and 100% is total transparency. Set it and click "OK". Done and Done! Enjoy!
*Edit* I forgot to mention, to get rid of it as the wallpaper, just go into the Today settings and pick a different theme. (other then the current one selected)

Learn something new every day. I guess that's what I get for NEVER touching the Pictures app except when I accidentally opened it a couple of times  .
