The answer is both yes and no. Anything stored in the RAM will be lost when you lost all power in your main battery and backup battery. Anything you put in the ROM will be safe.
Once the info is lost in the RAM there is no way to get it back. Best to always backup your device regularly to make sure you can do a restore of your data.
