Mobility Site - View Single Post - Logon Password program that survives hard reset?

Any such critter exist?

What I am looking for is-

Program A is installed in Rom. Whenever the PDA starts up, this program asks for a password before allowing access.

After a hard reset, this program would still ask for its password.
