The narcs/whiners/big babies could be the actual owners of the AAC MPEG-4 standard (Dolby I think). AAC is not a free format. To include the codec for distribution with the player the writers of TCPMP need to pay licencing fees to the owners of the licence.
I don't think there is anything "babyish" about it. It's business. Maybe the author of TCPMP can find out how much the licencing is and the people who want to include AAC playback can purchase a version with the codec included for a nominal fee. Or maybe the codec is ridiculously expensive. Who knows :)
