Neither is "best", they are both the same thing. MAMECE has drivers for about 100 games (actually 60 games, the other 40 are variants), while MegaMAME has drivers for about 1000 games (hence the big difference in size and memory requirements)
As for quality, what did you expect ? These are
emulators, their purpose is to
emulate the system they are supposed to be
emulating 
If the system is 20 years old, the graphics will also look like they were designed 20 years ago ;)
And a nice FOOTBALL game......well, FIFA is the best, but it looks like the old Tehkan World Cup.........damn, this sure brings back memories....:love:
