Like 3,7 (and 3.6 before it), 3.8 does have the option to sync the time with your PC. As long as the PC is syncing to the Internet (a default in WinXP), then the PPC will also be synced to it.
The biggest improvement in 3.8 is how it handles unresolved items in the calendar.
