Yes, there are some cameras for PPC. I use the
Veo Photo Traveler (CF), but they also make an SD version. Do a search on Google for "SD Camera" and you will find other options.
And yes, you can certainly use your PPC as an mp3 player. There are lots of free apps you can use (Windows Media Player - built in, GSPlayer, TCPMP, MortPlayer) - all you need is to buy a large memory card. :)
