Have you check the preferences in winamp?
Ctrl+P > Go to Plugins, Media Library, and check the properties of AudioScrobbler to make it login. If I remember correctly, you can also "test" the output to see if it's working.
*shrugs* It works fine for me, and I've got a heavy firewall going.
