That's definitely what is happening, but it is just a symptom. he is telling the Axim that he wants to sync. The Axim tries to sync, can't connect through the craddle, and then assumes he is trying to connect through BT. Its an activesync issue and the Bluetooth manager is sort of irrelevant.
