I've made PlaylistEditor version 1.3 available for download from my website:

http://www.cs.pitt.edu/~jmisurda/ppc/

Version 1.3 includes several user interface updates to make the program more friendly. Features include:

VGA Icon
Toolbar button to import entire directories
Add dialog now by default allows selection amongst most popular music formats without having to change the file type selector
Rudimentry ID3v1 tag support, allowing you to create the playlist entry from the artist and title information if present.

Note that this does not allow for adding or editing ID3 tags yet.

I'll update the screenshots on my webpage when I get a chance.
