The memory applet is part of the main control panel. To create a shortcut to it you can create a simple text file and add the following to it:

49#ctlpnl cplmain.cpl,4,0?\Windows\cplmain.cpl,-5067

Now rename the text file and change it's extension to "lnk" and copy it to the Start Menu.
