This is from the icbar website. Remove the file \windows\startup\WIS Bar.lnk then go to Start > Settings > System > Remove Programs and uninstall it.

Okay so your next question is how do I do that. Well the best thing to do is install a third party file explorer that will let you see the actual file extension instead of guessing which icon means what using the built in file explorer. I recommend Total Commander for Pocket PC 2.0 not just because it's free but because it's feature packed.
