2 things for you:
1st when I ordered my Axim (June 6) I asked about PPC2003 upgrade, was bounced to three different people, and then was told "No" Dell will not be giving free upgrades to persons who recently purchased their Axim.
2nd while reviewing Dell's forums trying to get info on SD card problems I came upon this from a Dell moderator:

I have no information specific to Pocket PC 2003, but I have been with Dell for quite a few Operating System upgrades. When I started we were installing Windows 95 and NT 4.0.
Traditionally, if you purchase your system within a certain period prior to the release of the new Operating System you will receive a coupon for the upgrade. If you purchased your system prior to that point, you are not entitled to a free upgrade. This period has usually been at least 30 days.
I cannot give you firm information, but I would expect that all Axims purchased for at least 30 days prior to the release of Pocket PC 2003 would qualify for a free upgrade. Beyond that I cannot give you any information, though I will post to the forum once there is some official statement. "
So, don't know if that helps, but it would be nice to get the free upgrade.
