The program Tweaks2k2 has a function called Brute Force VGA, that will allow you to choose wich programs are forced to hi-res.

I haven't had any luck with Tweaks2k2 forcing IE or Excel into hi-res mode. If anyone else has, please tell me how to do it as I'd love to use these 2 apps without switching to true VGA mode!
