I think a little research is in order (or at least read the press release). ATI is announcing a new version of the OpenGL ES API, not new hardware or new support for existing hardware. It is possible for the 2700g to already support the features of the new version, unless there are proprietary ATI extensions.
There is no mention at all of a specfic ATI chipset let alone the Imageon 3220. The Imageon 3220 is way less powerful than the 2700g. If you look at this page:
http://www.ati.com/products/imageon3200/features.html , the 3220 is for 2D, not 3D. So HP hx4705 and Toshiba e800 owners will not be entering a new era of 3D gaming.
On the other hand, ATI has the Imageon 2300, which does offer 3D support:
http://www.ati.com/products/handheld.html, but as far as I know, no hardware has this chip. Quake was ported to run on the 2300 over a year ago, but not much has happened since:

So as far as I know, the 2700g is the only 3D chip in a Windows Mobile device (if you exclude the nvidia chip in the Gizmodo).
