Just had the same issue myself. From
www.symantec.com web site, support, etc. enter SPAM OUTLOOK in the search field. You will be given a very complete analysis of the issue. Namely, Outlook looses its Norton Spam icons when the Axim (they say PDA so guess it could be any handheld)is craddled and ActiveSync is functional.
The bottom line they suggest is: 1 - close Outlook, 2 - Turn off Axim, 3 - start Outlook. Voilą, there are the Norton Outlook icons and things seem to function nicely.
Then, turn on or decraddle & recraddle the Axim.
Note, if you close Outlook and then turn it on again, you will have no icons and will have to start over again.
I haven't found a better solution yet.
