Even if we pretended that all PDAs did transmit some unique ID, if you haven't already memorized that ID, you'd have no way of knowing which PDA out there was yours.
Potentially, you could use the MAC address, since that more-or-less *is* transmitted by every PDA, but the missing link is some way for you to receive that information: The MAC address is only given to computers to connect to or through. If none of them know to be on the lookout for your stolen PDA's MAC address and report back to you, you never find out.
...and MAC addresses are editable on many devices and operating systems, so there's no way to guarantee that the thief couldn't change it.

The MAC is also locally significant only. The only other device that sees the MAC of my PPC is my router. Even my ISP will never see it.
