After a bit more searching, there appears to be quite a few occurences of the problem. Anyway, I decided to post on
microsoft.public.pocketpc.activesync (on Google Groups) asking for a confirmation that it is a bug. Although I didn't mention it in the post, I grabbed AS4.0 recently (saw it on this forum somewhere) and am seeing the same problem.
