Don't disagree about the "device" part, but take it from someone who knows. If it would run at 400 reliably, it would be a 400. It's the same device, but given the tolerances in manufacture, it's easier to make, test and classify than to try to create a consistent 400 or 300 batch. You could get lucky and get one that runs well at 400, but it would be just that, lucky. On the other hand, maybe Dell took the route of paying for 400's and selling them as 300's but I doubt it. If Dell had put 400's in they would call them 400's and make a few extra bucks.
