Why does a hard reset + restore fix things?

I recently had a couple of problems where I was forced to hard reset to finally fix it. One was where Activesync stopped working. Another one was where PIE was hanging when I opened a new browser using PIE Plus.

So I took a full backup (using Activesync), hard resetted, and did a full restore.

So my question is: Why does this technique work? If a full restore returns the system to an identical state to what it was before, why are the problems fixed? Obviously there are some things that are not restored. If we can find the answer to this question, maybe we can find a way to fix problems without having to do a hard restore.
