MS seems to have decided that you don't need to change the scheduled connections unless you are syncing with a server, even though it uses the settings for regular desktop connections too. If you add a dummy server and cancel out of its initial attempt to contact it, you can then get into the schedule settings. Change them to manual and then you can remove the dummy server that you added.
