For those with tomtom or other gps dedicated software - does it ever tell you to turn left on a street with no left turns? And are software updates free (ie construction or street change?)

The mapping software should not direct you down a one way street the wrong way as long as it knows about the restriction. If the one-way is recently changed, or if the database is wrong, it can happen.
Software updates and map databases are two different things. Some vendors update software freely. Map updates ususally cost you money, since the routing software vendors have to pay a royalty for every license they sell and a changed road triggers a new license.
