Okay, found that program I was looking for that uses a simple tap to connect. Found it in November's issue of Pocket PC Magazine, paqe 77, bottom right.

A free application that helps you connect your Pocket PC to the wireless internet. According to the website, you simply tap Connect, and it will try all nearby public access points, handling all settings for you, and performing complicated tests. Also, when it finds access points, it clearly shows whether it is WEP-Enabled or not.
(Works on WiFi enabled 2003 devices.)
