Here's a test for you guys: Video file was encoded with Nero Recode Maximum Definition Profile (that's H.263); fit to size 706 MB (that's the perfect option (never goes over 702 MB -mostly perfectly 700 MB)and with a data rate of 811 kbit/s. All default options except these options on: 2-pass, Extra Quality, -1204 to 1203.5, 4 motion vectors per macroblock, and Biodirectonal VOP. This encoding has worked very well for me.
