I don't think they actually charge your card until they ship the items. Compaq took roughly that long to ship the PPC2K2 upgrades when people bought them -- longer in some cases.
Dell probably doesn't have the disks done yet and is taking orders now rather than staying mute on the subject. It's not like your Axim is malfunctioning or anything, so it's not urgent to get the disks out.
Luckily, I bought my unit within the last 30-days, and I actually want to upgrade from teh Basic to the Advance, so, I'm just doing a return/exchange thing and I'll get mine sooner -- but, I still have to wait until 7/8 for it to ship
