Sort of, yes, except that a .CAB has sort of installation instructions in it that tell the OS where to put the files, AFAIK. There are also programs that will "juice" .exe files to find any recognizable files within it and extract them, including .cab and .zip files. I don't know a specific one that runs in Windows, but
FileJuicer is a very nice example that runs on Macs.
