Windows XP does have an anti-piracy scheme by requiring people to call in to activate it before they can use it properly. It really is quite a pain, especially if you want to upgrade a lot of hardware on the PC.
Then again, PCs with Windows XP pre-installed need to be activated while, AFAIK, new Pocket PCs running Windows Mobile 2003 do not, but that method is still possible. I guess we'll just have to wait and see when people start getting their upgrade kits.
