The tutorial does apply for XP sp2. You must turn on ICS on your LAN connection of your PC (not the bluetooth network). This has nothing to do with your internet accessing through a router but everything to do with the LAN and bluetooth networks being separate therefore needing routing to get to your router/internet hence the need for ICS.
