Check the outbox of Outlook? As syncing sends the email to Outlook where it sits until you instruct Outlook to send/receive.
Try geting the settings to your email account and setting the account directly in your PPC rather than syncing you can use the interent passthrough function to skip Outlook completely.

thanks - rebooted both machines and now appears to be working both directily and as passthrough.
