15fps has been proven to be able to reproduce fluid motion even in fast action scenes you just dont want to go lower than 15fps and also keep a decent bitrate because too low a bitrate can cause stuttering also and like mentioned earlier its easier on your cpu than 24fps or 30fps plus uses less battery since your screen doesnt have to refresh twice as fast for 30fps
