First of all, make sure you've got version 2.93 (the latest, as of this writing). I've attached screen caps of the Speed and Advanced settings screens that work for me.
The basic idea is to minimize the CPU clock when the device is idle (to extend battery life), but kick it into higher speeds as the load increases. So, I've got it set low only for CPU loads below 5%, otherwise it will be very sluggish whenever you first start anything, which is probably what you're experiencing.
You didn't mention what task manager you are using, but it's probably showing you CPU load, not speed; so when it says 10%, it is not an indication of the CPU speed.
To keep it running at startup and soft reset, go into the File menu and check "Auto Start on Soft Reset" and also "Minimize on Start".
