Here is a brand new version of the patch. This version throttles the compaction enough to let the cpu scale down to 104 mhz, and also responds to power changes more quickly. It has a new icon and a few other minor changes.

The purpose of this patch is to help with the "hot battery", "battery drain" and "CPU stuck at 624 MHz" issues found on the Dell Axim X50v when upgraded to WM5 A01.
One major cause of excessive battery use is the "compaction" thread that runs in the msflash module within the filesys.exe process. There may also be some performance benefit for things that are already in RAM or are stored on CF or SD cards. Don't expect any improvement in the speed of flash memory.
This applet continually watches and throttles the compaction to keep it from using too much CPU time while on battery power.
This "patch" is entirely in memory -- no files are changed and no registry settings are altered.
To insall this patch, simply copy patch_filesys.exe to your \Windows\Start Menu folder and then start it using the Start button. The patch runs until you click it again or you do a soft-reset.
If you want the patch to run every time you soft-reset, you can place it in your \windows\StartUp folder. I prefer to start the patch manually so I have better control over when it runs.
