Update.
I had to return my Axim for an unrelated HW problem and with the replacement Axim the same thing happened. I did a lot of snooping with Total Commander without much luck. I did notice if I tried to re-install PDA Connect I got an error on the Axim saying a file couldn't be written to, one was xcpcApiMgrApp.exe. It's a file from Extended Systems and I believe its what GroupWise uses for connection. There was a folder under windows \230 that contained the xcpcApiMgrApp.exe file. I couldn't delete it because it said it was in ROM or in USe. It didn't showup in Memory as running but I found a reference in the Windows\Startup folder. Removed the links did a soft reset and I was able to delete the files and the 230 directory. Re-installed PDA Connect and it installed on the PDA without errors. I was able to sync again.
So that solved the problem but there has to be a better way
