I have my router secure. If my neighbor wanted to borrow my wifi connection I'd let him, because he's my neighbor. If he did it without asking, I'd possibly have an issue with it. I've heard many friends with unsecure connections say "I don't care, if anyone wants to use it, they can". Then they find out that someone is using their connection and get upset about it and finally lock it down. As for using a business's wifi, it depends where I'm at. If I'm out in town and need to check email, I'll look for an open wifi connection. Many companies do this for the public. So, is it legal? I think that it is probably not wise to do this. I'd stick to what you know as public access points. If your neighbor is wide open, offer to secure it for him. Chances are, he'll gladly let you share the connection with him.
