A RAR file, like a ZIP file is called an "archive". That is a bunch of files squashed together to make a single file. This is done to conserve space or make files easier to manage when sending or storing. Most downloadable programs are archived in one format or another to make them easier to handle (downloading one file versus downloading numerous files). Also, archives can maintain a native directory structure with files and folders all in their proper place so a given program will work correctly when extracted from the archive (called recursive archiving).

SO, long story short, you need to extract the archive to get to whatever is in it. You need a program that will handle .RAR files. I suggest WinRAR, but there are several out there that will do the trick. Just Google "WinRAR" and download and install it. Then just double-click your .RAR file and it will ask you where you want to put the extracted contents. If you need any further help, let me know.
