Milwaukee approved city wide wifi a few weeks ago. Part of the city will be covered by summer and the entire city by next year. I live in the metro area but am just outside the city limits. If I get coverage at my home then I may consider it. I used to use my cell quite a bit but recently weaned myself off of it and now I switched to a pay as you go plan and use it only when I cant place the call at home. Skype would likely work out pretty well for me, but I dont think many people would be willing to make such comprimises. The even if you could accept the limited coverage, you also have limited connectivity. Also you would have to leave your wi-fi enabled at all times and pay another $60/yr to be able to receive calls. Even for me, I would prefer to stick with my cellphone where I pay $100 for 1000 minutes that are good for 1 yr.
