I would hope not. I've had a P2 200 mhz processor running at 200 mhz in a Gateway PC and it's still going strong after 6 years. I would think a processor in a pocket pc would be good enough quality to run at the speed it was designed to run at.

I'm guess you're only losing battery life by running at the regular 300 mhz speed. the slower speed is just a power saving feature. Running at the normal 300 mhz on a processor designed to run at 300 mhz shouldn't hurt it.
