The rules are the same but there are fewer 'clues' on the harder levels. For example, Frenchy's example had a lot of 1's, 7's, and 9's. On a harder level, you'll have fewer of each number in the sets of 9 but there is still only one correct solution for each puzzle so you need to fill in the correct number in each square.
