What I am getting at is, do you have local admin rights to install these programs?

I found the solution. A posting on the microsoft.public.pocketpc newsgroup from Feb. 20, 2003 entitled 1 Solution: Activesync/Win XP Install (author Michael Sean Brown) had the answer that worked for me. I was able to install Active Sync 3.8 downloaded from Microsoft on to my laptop using the procedure outlined in the post. Of course, I didn't use the installation CD that came with my Axim, but as long as I have Activesync installed I don't think that really matters.
Thanks for all your suggestions
