For most programs, running an EXE extracts one or more CAB files to a temporary folder or Program Files folder on your PC. Let the program get that far, then don't close the program. Find the CAB files and copy them somewhere else. Put the proper one on your device and install by double-clicking or using CAB install.
The key that describes the place where the CAB file was extracted can be located using the Windows registry editor:
HKCU\Software\Microsoft\Windows CE Services\AppMgr\Apps\[NAME]\InstallDir

What the heck? I'll give your suggestion one more go.
BTW, I called Dell service and they told me to do a hard reset after I do a backup.
In the event that I still cannot connect both my desktop and notebook, they'll do a swap with me. Perhaps that's a good enough reason for me to continue patronizing Dell. Thanks for suggestion.

Not connecting
I've got a similar issue.
I can't connect at home or at work.
And I don't even see a Connections -> USB to PC option to uncheck!
What am I missing?

ok, it STILL doesn't work, the sound it makes is the "Device Not Recognized" sound, this is REALLY pissing me off (woo, i have a £300 PDA that can only surf the web!
It shows up in task manager as a "Windows Mobile Based Device" under network cards, but has a yellow "!" infront of it.
What should i do?

Yep, i meant activesync. Sometimes the downloaded AS4.2 from micro$oft works better than the cd version, especially on higher romversions ( a08 and up )
