ActiveSync Why has it taken so long for this category?

Problem installing activesync
I get this error:

This is activesync 4.0 from the dell instalation CD. I get the same error using 4.2 from microsoft website.

I did get activesync 4.0 insatled, but this is before I reformatted my computer.

I am using windows XP service pack 2.
I turned off firewall but still that message
