Active Sync 3.8 installation problem (copy error-1)

Hey guys…
Well for the past two months iv’e been going crazy trying to get the Active Sync to work on my PC again. 3.7.1 worked well, but when I tried to update the version to 3.8 this error always pops -

so I tried to delete all the 0 kbyte files in the C:\WINNT\Temp folder – no good. I tried to manually copy the files asked in the error – no good too :\ i tried to unplug all the USB devices - ... no good :\

I’m kind of hopeless because iv’e also tried to install previous version, but I keep getting the same error.

anyone? :(

i talked to dell tech support and according to them > there is something wrong with my PC desktop, even the software specialist at dell saying my pc has a problem . And i was pass to dell hardware dept said i have to talk to software specialist since this is an issue of microsoft software, it's obvious that the message is a software problem...we need more help from this people around here they must have idea what's going on . IS IT THE PC OR SOFTWARE TROUBLE .

Ensure your cradle, unit are unplugged from computer. Reboot your system to ensure install process is stopped. Do not hook up cradle or unit until asked to do so..

I have had this problem since I put together my new system. As best as I can find out, the ActiveSync installation is checking to ensure the user account has administrator rights. When it can't verify admin rights, it gives this error. (See Microsoft KB825438)
I only have one active user account, hence it HAS to have admin rights, doesn't it? But, still it errors out when installing. I have versions 3.6, 3.7, 3.7.1, and 3.8. I can only get 3.6 to install, the others all have the same error.
Now my question: is there a registry entry that needs to be 'tweaked'?
