I have tried a search here, but didn't find any answers.

When synced to my PC, I can "explore" my Axim's folders through Activesync or Windows explorer, but when I doubleclick a file (like a .jpg) on my Axim or it's installed SD card, I just get the file info. I'd like to be able to look at the Axim like a removeable drive and open files through my PC.

Is this just the way it's supposed to be?

Try dragging it to the desktop FIRST then opening it...
There is no way of viewing the file without dragging it first (That I know of anyway)
