After running PHM's Administrative Tools folder and turning my X30 off and back on,the arrows on scroll bars and to change the input panel are changed from black to white,and the balloons for connectivity and volume are completely clear.Please tell me how to fix this permanently(soft resets fix the problem until I run the folder again.)

That doesn't sound like a PHM problem to me. Are you sure your not using some GUI or theme tweaker? Maybe you have it stored in the Administrative Tools folder? Can you post a screenshot of the Administrative Tools applet?

Sorry, but the screenshots don't provide me any other clues. I do clearly see the problem with the transparent volume control though. How about uninstalling PHM Power Toys? Does that fix it?
